Conclusions
Following the results of discussion by participants of the theoretical and practical conference «Pressing questions of forensic pathology of the victims suspected, convicted and other persons» the following decision was accepted:
1. Absence of the standard legal documents regulating definition of severity level of harm, the person had for his(her) health, adapted for modern criminal, civil and administrative legal proceedings, causes concern and demands its prompt working out and introduction in medicolegal expert practice.
2. Approve prepared and presented by the centre of forensic pathology, projects of the standard legal documents regulating an expert estimation of severity level of harm caused to the person's health, in the conditions of the modern criminal, civil and administrative legal proceedings, prepared according to demands of the Federal act from 02.02.2006 ¹23-شا «About modification of article 52 of Fundamentals of legislation about health protection of citizens».
In particular, the prepared project of the Order of definition of severity level of the harm caused to health of the person and also the project of the List of qualifying signs (criteria) of definition of severity level of the harm caused to health of the person for the statement by Ministry of Health and social development of the Russian Federation.
3. To the centre of forensic pathology - to prepare a package of the documents regulating organizational and methodical aspects of work of departments of forensic pathology of victims, suspected, convicted and other persons of a bureau of forensic pathology of controls public health services of subjects of the Russian Federation.
4. To the Russian centre of forensic pathology - to prepare methodical indicatings on manufacture of separate kinds of forensic pathologies concerning the victims suspected, convicted and other persons, namely - forensic pathology:
• an alcoholic and narcotic intoxication;
• self-damages and artificial illnesses;
• various forms of a craniocerebral trauma;
• biological age;
• sexual conditions;
• a thermal trauma.
